Back in 2005 when our youngest daughter was getting married, we purchased a size 8 petticoat, just like the one in this auction.  Unfortunately after her wedding dress was altered it just didn't work with the gown anymore.
David's Bridal would not let us return it, due to a no return policy, but said we could exchange it.  So I returned it for a size 14 that could be used by other family members for prom dresses, Halloween costumes, reenactments, or another wedding.  It was put in a closet and forgotten until now, so hopefully it will work for someone else.

Through the plastic I measured the waist at 30", which has elastic and a zipper.  The top tier is approximately 18" and the next one 9", then the rest I couldn't fully measure, but it is floor length.   The Garment Bag is also included in the original plastic packaging.
